Abstract:
Cities are the economic growth centers, with high population density, are complex systems with very long forward and backward linkages having implication for near term developmental solutions within long term sustainability goal. Conceptually, in multi-level climate governance architecture cities fall in one subnational category which is in reality the most important one. So, Cities have very important roles to play in value addition to global good through mitigation action as well as to ensure wellbeing of a large population segment through adaptation and resilience building. Experiments at the city level can be a good learning experience for scaling up actions whether it is for low carbon growth or for resilience building against more frequent occurrence of extreme events or changing weather parameter trends. For instance, spatially unbounded hazards, such as air pollution, heat island effect, can create various levels of human health risk. Still, risks remain largely determined by social and institutional factors, such as the formal status of affected populations and legal status of the people within the city. All these create increased risks of loss of life or livelihood and other hazards in many informal neighborhoods or for people with high exposure to various weather-related events. To ensure sustainable development in India and address the emerging health risks in cost effective way to understand both adaptation and mitigation costs.
