Public Policy: Research, Formulation, and Implementation

It was a special moment for SMARTS researchers to get Dr. Parthasarathi Shome, Founder Chairman of the International Tax Research and Analysis Foundation (ITRAF) and SMARTS Esteemed Visiting Fellow, in person to discuss in an informal setting at the AIT library on the nuances of “Public Policy: Research, Formulation, and Implementation” on February 20, 2026. Dr. Madhubani Ghosh from MMA, Boston, also actively attended the session for some time.
Through decades of in-depth practical experience, expertise, and insights, he elaborated on the realities and the gaps between researchers’ output and policy outcomes with examples of infrastructure expenditure from the social sectors and tax systems mechanisms from various country contexts. The session closed with a Q/A but the lively discussions continued for hours, delving into country-specific cases.
